2022年4月13日，海南省商务厅、海南国际经济发展局、德勤中国联合发布《2022海南自由贸易港投资指南》(以下简称《投资指南》)。
On April 13, 2022, the Department of Commerce of Hainan Province, the Hainan International Economic Development Bureau, and Deloitte China jointly released the "2022 Investment Guide to the Hainan Free Trade Port" (hereinafter referred to as the "Investment Guide").
《投资指南》在海南各级政府部门和重点园区的支持下，由海南省商务厅、海南国际经济发展局、德勤中国共同编制完成，全面展现海南自由贸易港建设优势、政策利好、产业机遇、投资亮点，以及法治化、国际化、便利化的营商环境，为全球投资者提供认识海南、了解海南的窗口，并为其在海南开展投资和经贸活动提供重要指引。
With the support of the Hainan provincial government departments and key parks, the "Investment Guide" was jointly prepared by the Department of Commerce of Hainan Province, the Hainan International Economic Development Bureau, and Deloitte China. It comprehensively demonstrates the advantages of the construction of the Hainan Free Trade Port, favorable policies, industrial opportunities, investment highlights, as well as a legalized, internationalized and convenient business environment, providing a window for global investors to understand Hainan and guiding them to invest and trade in Hainan.
《投资指南》以中英文双语分册形式发布，分为“走进海南”“投资海南”“营商海南”三个篇章。
The "Investment Guide" is published in bilingual Chinese and English versions, divided into three chapters: "Into Hainan", "Invest in Hainan" and "Business in Hainan".
“走进海南”篇，从地理位置、交通区位、自然资源及海南自贸港新的区域发展格局介绍了海南的整体概况和独特优势。
The "Into Hainan" chapter introduces Hainan's overall situation and unique advantages from its geographic location, transportation location, natural resources and the new regional development pattern of the Hainan Free Trade Port.
“投资海南”篇，以《海南自由贸易港法》为引领，围绕“3+1”主导产业，重点介绍国际旅游、免税购物、金融、会展、国际教育、医疗健康、数字经济、南繁、深海、航天等25个鼓励重点发展的产业，辅以案例突出海南自贸港的核心优势，并展现海南各市县和11个重点园区的产业定位、招商重点、优惠政策。
The "Invest in Hainan" chapter, guided by the Hainan Free Trade Port Law, focuses on the "3+1" leading industries, highlighting 25 encouraged key development industries such as international tourism, duty-free shopping, finance, exhibitions, international education, health care, digital economy, Nanyang, deep sea, aerospace, etc. Cases highlight the core advantages of the Hainan Free Trade Port. It also shows the industrial positioning, investment focuses and preferential policies of cities and counties as well as 11 key parks in Hainan.
“营商海南”篇，介绍“营商环境问题受理平台”“国际投资单一窗口”“投资服务热线4008-413-413”等一站式平台和利企服务，展现海南自贸港便捷、公平、透明、可预期的一流营商环境。
The "Business in Hainan" chapter introduces one-stop platforms and services for enterprises such as the "Business Environment Issue Acceptance Platform", the "International Investment One-stop Window" and the "Investment Service Hotline 4008-413-413", demonstrating the convenient, fair, transparent and predictable first-class business environment of the Hainan Free Trade Port.
